Subclass 491 — at a glance

The Skilled Work Regional (Provisional) visa, subclass 491, is part of Australia's General Skilled Migration program. It is a points-tested, 5-year provisional visa for skilled workers willing to live, work and study in a designated regional area of Australia, with a pathway to permanent residence via the subclass 191 visa.

Eligibility & two streams

To be granted a 491 you must:

  • Have an occupation on the relevant skilled occupation list (typically the Skilled Occupation List used for state nomination);
  • Have a positive skills assessment in that occupation;
  • Be aged under 45 at time of invitation;
  • Demonstrate Competent English (IELTS 6 in each band or equivalent);
  • Score at least 65 points on the points test (including the 15 points for state nomination or family sponsorship);
  • Be invited to apply through SkillSelect after submitting an Expression of Interest (EOI);
  • Pass health and character checks.

State / Territory-nominated stream

The most common stream — you are nominated by a state or territory government against their published occupation list and nomination criteria. Each state sets its own thresholds for points, work experience, English level and connection to the state.

Family-sponsored stream

Sponsorship from an eligible relative — for example, a parent, child, sibling, aunt, uncle, niece, nephew, grandparent or first cousin — who is an Australian citizen, permanent resident or eligible New Zealand citizen, and who is usually resident in a designated regional area.

The minimum threshold to be invited is 65 points, but in many occupations the actual cut-off has been substantially higher. We update points strategies for our clients each round.

Designated regional areas

For the 491 visa, "designated regional area" effectively means everywhere in Australia except Sydney, Melbourne and Brisbane. This includes:

  • Western Australia: Perth and all of WA — 491 nominees can live anywhere in the state.
  • South Australia: Adelaide and the rest of SA.
  • Tasmania: Hobart, Launceston and the rest of TAS.
  • Australian Capital Territory: Canberra.
  • Northern Territory: Darwin and surrounds.
  • Victoria, NSW, Queensland: all areas outside Melbourne, Sydney, Brisbane respectively (e.g. Geelong, Newcastle, Wollongong, Gold Coast, Sunshine Coast, Cairns, Townsville).

EOI, nomination & application

The application sequence for a 491 is:

  1. Skills assessment in your nominated occupation through the relevant assessing authority.
  2. Expression of Interest (EOI) in SkillSelect — claim your points.
  3. State or territory nomination — apply to the relevant state's migration program (or family sponsorship).
  4. Invitation to apply for the 491.
  5. Visa application within 60 days of the invitation.
  6. Decision — health, character and biometrics processed.

Pathway to permanent residence via subclass 191

After 3 years on a 491 visa, holders who have met the eligibility criteria may apply for the Permanent Residence (Skilled Regional) visa, subclass 191. The headline 191 criteria are:

  • Hold a 491 (or 494) visa for at least 3 years before application;
  • Have lived in a designated regional area while holding the 491;
  • Have earned at least the minimum income threshold (currently AUD 53,900 per year for 3 years), or have an eligible exception;
  • Have complied with all 491 conditions throughout the 3 years.

The 191 fee is modest (currently AUD 540 base), but the conditions during the 491 period are strict — and any breach during those years can derail the PR pathway. We help clients plan and document the 491 period carefully so the 191 application is straightforward when the time comes.

Subclass 491 — Common Questions

All of Australia outside Sydney, Melbourne and Brisbane is currently treated as designated regional. This means cities such as Perth, Adelaide, Hobart, Canberra, Newcastle, Wollongong, the Gold Coast and the Sunshine Coast all qualify, along with rural and remote areas. The list is set by the Department of Home Affairs and can change.
You need at least 65 points to be eligible to be invited; in practice the points score required to actually receive an invitation is set by state nominators and varies by occupation. Most successful invitees in 2024-25 had 80-95 points.
You must live, work and study only in a designated regional area for the duration of the 491 visa (5 years). To then qualify for the permanent subclass 191 visa you must have earned the minimum income threshold (currently AUD 53,900 per year, indexed) for at least 3 years on the 491.
There is no automatic conversion. The standard pathway from a 491 is the subclass 191 permanent residence visa. Applying for a 189 or 190 from a 491 means starting a fresh skilled migration assessment and would generally require a new EOI and fresh state nomination.
